City Council on Wednesday approved spending $298,962 to restore the controversial Kessler steps passageway and make water utilities improvements there.

Neighbors raised $71,000 to restore the steps, which were built in 1927 and connect Edgefield Avenue to Canterbury Court.

Adjacent homeowners fought the restoration arguing that they are on private property, but their lawsuit settled in March.

The city also is spending $30,911 from current funds and $197,051 from water utilities capital construction funds.

The work could be finished as soon as January.
